Mandatory ITP, ITC, ITR in residential construction

Why is residential getting a hall pass when it comes to basics like ITP's? Yes, informal "quality" systems are done during construction by most builders but why isn't ISO9001 certification mandatory for large project builders? Doesn't it stand to reason that if your builder more you should be held to a higher standard - not self certification? Prove me wrong and tell me why? Should we all just roll over to the lobby groups theory of "if you make things harder there wont be any builders in the industry?" If your on the tail end of less that great workmanship, how would you feel if you knew that their really is no minimum quality management requirements for your builder - no regulation of quality, output or quality auditing? I bet you'd be annoyed and dismayed. Its easy to "understand" lobby group positioning but nothing changes if nothing changes (and industry quality isn't great now, is it?)
