Is there any point to Australian standards if there are not enforced?

So we live in QLD. The QBCC if ever out on site, only checks for one or two things they have been primed to check for. It seems to me that gone are they days when an inspector would turn up and ream you out for failing to enact good building practices. Without oversight and consequences people get away with everything they can. Because time and cost is prioritised above quality why should we ever expect any better from the residential construction industry? No oversight = no worries = your problem to deal with. Prove me wrong!
